The General Secretariat
Under the authority of the rector, the S.G is responsible for the administrative management of the university and ensures compliance with administrative regulations.
Indeed:
- He ensures the management of staff careers while respecting the responsibilities of the faculties.
- He prepares the university’s draft budget and monitors its execution.
- He monitors the financing of research laboratory activities.
- He ensures the proper functioning of the university’s common services:
1-The intensive language teaching center (C.E.I.L).
2-The printing and audio-visual center.
3-The center for information and communication systems and networks, tele-education and distance learning.
4-The technology hall.
- He implements the university’s cultural and sporting activities programs and promotes them.
- He ensures the monitoring and coordination of internal security plans.
- He ensures the management and conservation of the archives and documentation of the rectorate.
- He ensures the operation and management of the university registry office.
The general secretariat also includes:
-The personnel and training sub-directorate.
-The budget and accounting sub-directorate.
-The resources and maintenance sub-directorate.
-The sub-directorate of scientific, cultural and sports activities.
-Common services of the university.
1-Sub-directorate of Personal and Training:
It is responsible for the following:
- Managing the staff careers within the rectorate and the common services, as well as those appointed by the rector of the university.
- Developing and implementing training programs, development and retraining plans for administrative, technical and service staff.
- Ensuring the management of university staff numbers and their harmonious distribution between faculties.
- Coordinating the development and implementation of the university’s human resources management plans.
The personnel and training sub-directorate includes:
- The teaching staff service.
- Administrative, technical and service staff.
- The training and development service.
2-The Sub-directorate of Finance and Accounting:
The Sub-Directorate for Finance and Accounting shall undertake the following tasks:
- Preparing the university’s budget project based on the proposals of the deans of faculties, directors of institutes and annexes.
- Following up the implementation of the university’s budget.
- Preparing the accreditation to the deans of faculties, directors of institutes, and annexes and ensuring their implementation.
- Monitoring the funding of research activities included in the laboratories and units.
- Improving University accounting.
This sub-directorate includes the following departments:
- Budget and Accounting Department.
- Department of Funding Research Activities.
- Management and Contracts Monitoring Department.
3-Sub- directorate of Resources and Maintenance:
It is responsible for the following:
- Ensuring the provision of transportation means to the entities affiliated with the University Directorate and common services.
- Ensuring the upkeep and maintenance of movable and immovable properties of the University Directorate and common services.
- Keeping inventory records.
- Ensuring the preservation and maintenance of the university’s archives.
- Managing the university directorate’s vehicle fleet.
This sub- directorate includes the following departments:
- Means and Inventory Department.
- Care and Maintenance Department.
- Archives Department.
4-The Sub-directorate of Scientific, Cultural, and Sports Activities:
It is responsible for the following:
- Promoting and developing scientific and cultural activities within the university for the benefit of students.
- Organizing recreational activities.
- Sustaining sports activities within the framework of university sports.
- Conducting social activities for the benefit of university staff.
This sub-directorate includes the following departments:
- Department of Scientific and Cultural Activities.
- Department of Sports and Leisure Activities.
