Research laboratories

 

In implementation of the executive decree n°19-231, dated on Dhu Alhidja 12th, 1440, corresponding to August 13th, 2019 specifying the laws of establishment, organization and work process within the research laboratory, the research laboratory is a space which permits researchers, who deal with close problematics, to cooperate. The aim behind this cooperation is to implement one or several topics for scientific research and technological development related to national research programs. The research laboratory is created inside the higher education and training institutions as well as the other public institutions. Besides, the research laboratory is private to an institution or it is mixed when it is created within the framework of collaboration with the socio-economic sector or within the scientific collaboration framework between institutions, which are charged in the realization of scientific research and technological improvements‘goals in a particular subject or scientific research. In this connection, it is responsible for:

  • The Contribution in research activities’ implementation by realizing the goals of the recorded scientific researches and technological improvement of the appendix institutions’ projects
  • Contribution in the training by research and for research
  • Contribution in preparing the research programs which related to its activities.
  • Contribution in acquiring, controlling and managing new scientific and technological knowledge.
  • Contribution on its level in improving the production techniques and methods, the products and services.
  • Promoting the research results and publishing them.
  • Collecting, treating and valorizing the scientific and technical data which are related to the goals, and facilitating the access to them.
  • The participation in promoting the development of the appropriate research networks.
  • The participation in the development of research networks’ objectives.
  • Providing experiences and performing services for the others according to the applicable regulation

Research laboratory creation’s standards

The research laboratory is created according to the following standards:

The importance of research activities for the social, economic, cultural, scientific and technological development needs of the country/ the technological or the scientific program’s size and continuity which includes the scientific activities especially in the training field of the second and third stage of higher education and training/ the impact of the expected results on the development of the scientific and technological knowledge/ the quality and the size of the available or the possible recruitment scientific and technological abilities / the available or the imperative acquired physical and financial means. In addition to the above mentioned standards, the research laboratory must consist of a minimum of four research teams. Each team is directed by a researcher teacher from the professorship grade. Moreover, it consists of at least three researchers and must conduct a principal task, which is the implementation of a project or multiple research projects as part of laboratory’s program. The research laboratory is supervised by an elected director and includes a special council containing the research teams’ responsible and the research projects’ presidents.

The research laboratory‘s director

The director of the research laboratory is elected by the laboratory council’ members. The task of the laboratory research’s director is determined according to the same forms, and in this regard, the director is obliged to present the research activities and management’s results to the laboratory council in no more than one month from his duties termination’s date.

The research laboratory director is in charge of:

  • Ensuring the research laboratory’s scientific management
  • Preparing the estimated tables of the laboratory’s incomes and outcomes, presenting cyclically the programs and results of the research laboratory activity in order to be examined by the appendix institutions’ evaluation bodies.

Headed by an elected Director, The research laboratory is equipped with a laboratory council to elaborate programs and establish estimates of the revenue and expenditure presented by the laboratory director. Besides, it is responsible for drafting and approving the internal law, contributing in preparing programs and evaluating cyclically the research activities, studying the research activities’ results, managing and approving them, and ensuring the rational use for human, physical and financial resources.

The research laboratory’s mission is to achieve the objectives of research and development, perform studies and research and to contribute to the acquisition of knowledge, improvement of knowledge, training and research and dissemination of scientific information and results.

Research laboratory financing

It is asserted that the laboratory has the independence of financially controlled management, where this is inferential. The research laboratory can find its own sources of funding, within the framework of respecting the laws. These resources are derived from the national funds of the scientific research and technological improvement’ contributions, the management grants delegated by the appendix foundation’s official,  services and agreements providing activities, patents and publications, contributions of the national and international institutions, donations and testaments.
